Spanish Style Chops and Rice

1 Tbs cooking oil
1/2 tsp chili powder
2 cloves garlic, crushed
4 pork chops, 3/4 inch thick
1 cup raw long grain rice
1 cup chopped celery
1/2 cup chopped green pepper
1/2 cup chopped onion
2 cups tomato juice
1 cup water Recipe
Combine oil, chili powder and garlic. Rub chops on both sides with oil mixture. Let stand about 15 minutes. Combine all other ingredients in 9x13" baking dish; stir. Arrange chops on top. Cover with foil, bake at 350F for 50-60 minutes until chops are cooked through and rice is tender.
Note: If substituting chicken for pork chops, use
1 1/2 lbs. boneless, skinless chicken breasts.
