I add just enough to make the water milky. If I'm doing a dozen ears of corn, I cover them with the water, then I add a cup of milk and 1/2 cup of sugar as soon as water is hot (not boiling). If it boils, the milk will cause it all to boil over. That's a mess. Before boiling turn down the heat to simmer, put a lid on and let cook for up to 10 minutes, depending on how fresh the corn is. If the corn was frozen, let the water get hot before putting the corn in, then cook 10 minutes
