I don't have an official recipe, but they would be easy to make. Decide what you want and add up points accordingly. Put chips and toppings on foil on baking sheet and stick in oven, probably around 350 until hot.
Here's an example:
1 ounce baked or fat free tortilla chips=1 pt
1/2 cup fat free refried beans (Taco Bell canned brand is 1 point; all other brands are 2 pts)
1 serving fat free or reduced fat shredded cheddar cheese=1 pt
I saw some low fat guacamole in the store once for 2 pts (to add after baking)
Add fat free or low fat sour cream (after baking)
Add already cooked meats, ie lean chicken, lean beef, etc
Don't forget veggies-jalapenos, diced tomatoes, shredded lettuce, salsa, etc
if you use fat free cheese, spray it with Pam before baking so cheese will melt
