Filling
2 cups chopped raisins
1 cup sugar
1 cup water
3 tbs flour
boil until thick

Dough
2 cup sugar
1 cup shortening
1 cup milk
2 eggs
2 tsp cream of tartar
2 tsp soda
2 tsp vanilla
6 cups flour plus
1 cup whole wheat flour

Blend ingredients as for any cookie dough. It should be stiff. Cut into circles and place on sheet. Put the filling in the center. Cover with a second cookie. cook in moderate oven until done.
