Caramel Apple Crisp

1 3/4 c. flour
1 c. oats
1/2 c. brown sugar
1/2 t. baking soda
1/2 t. salt
1 c. margarine
2 cans apple pie filling
1 can sweetened condensed milk
25 caramels

Crust
Mix flour, oats, brown sugar, baking soda and salt. Cut in margarine; mix. Reserve 1 1/2 c. for topping. Put remaining crust mixture in ungreased 9 X 13 pan. Pat down and bake for 15 minutes at 375 degrees.
Heat sweetened condensed milk and caramels until melted. Pour apple filling over crust, then pour the caramel mixture over the apples. Top with remaining oat mixture. Bake another 20 minutes at 375 degrees
