Butterscotch Muffins

2 Cups All-purpose Flour
1 Cup Sugar
1 Package Instant Butterscotch Pudding Mix
1 Package Instant Vanilla Pudding Mix
2 Teaspoons Baking Powder
1 Teaspoon Salt
1 Cup Water
4 Eggs
3/4 Cup Vegetable Oil
1 Teaspoon Vanilla Extract
---Topping---
2/3 Cup Brown Sugar
1/2 Cup Chopped Pecans or Walnuts
2 Teaspoons Cinnamon
Recipe
Heat oven to 350°F. Grease muffin pans or use paper liners.
Combine topping ingredients in a small bowl and set aside.
Combine muffin ingredients by hand, stirring until just moistened. Fill muffin pans half full with batter. Sprinkle with topping mixture. Bake 15-20 minutes until golden.
